In line with our policy to reduce the WG Notes about techniques to summaries with pointers, I moved the material at http://www.w3.org/TR/i18n-html-tech-lang/#ri20040310.074302350 to a new article at http://www.w3.org/International/questions/qa-link-lang Since this material is only slightly editorially changed from that in the published Note, I'm hoping we won't need a great deal of review, but can publish it quite quickly - perhaps even without public review.
