This is outdated information. I had a long meeting with the i18n WG at the TPAC
meeting a few weeks ago where we discussed this issue at _length_, and came to
the conclusion that <rb> was in fact not only unnecessary, but potentially
harmful. Richard took an action item to discuss this further with other members
of the working group and report back.
