I added the suggested note.

It's not clear to me what the multilingual example would be showing. If you
still want such an example, please file a new bug explaining what it is the
example should be demonstrating. (This section doesn't really have any
examples, as it's mainly aimed at implementors.)

I've tried to avoid any specific discussion of quote styling, as this is a
matter already discussed in the CSS specifications.
