I agree with comment 9. Comment 8 is predicated on the assumption that we
should continue to discourage the use of bidi formatting characters, to the
point of discouraging them even in attributes where there is no alternative.
Why? Even if we add titledir="", we still won't be giving authors the ability
to mix different languages, such as in a comma-separated list of english words
in a hebrew sentence (where the commas end up on the wrong side of the english
words).
