Changes to getting started materials

FYI 

I have been unhappy with the pages at 
http://www.w3.org/International/getting-started/characters
and
http://www.w3.org/International/getting-started/language
for a while now, since they were fairly HTML-centric.  They are also hard to maintain, as we add new information to the site.

Yesterday I needed to point someone to them, and I realised that they also pointed a lot to the topic index in its pre-alphabetic form.

I think these are important pages, as part of the path into our materials for newcomers, so I took the time to makes substantial changes to both pages.

They now point the reader to the techniques pages, which I think is vastly more useful. This should also make these pages less prone to change as we add new articles, since the changes will be reflected in the techniques index, and won't need to be duplicated here.

I also made similar changes to 
http://www.w3.org/International/quicktips/
