New test format

So I finally felt confident enough about the new approach to tests I've been working on to upload to the server.  There's still a lot to be done, but you can see what's there so far at 
http://www.org/International/tests/list-html-css

Many of the tests have been substantially rewritten.  Quite a few more tests and basically all of the results still need to be updated.

One benefit of the new approach is that groups like CSS and HMTL will find it much easier to pick up the tests for themselves.  A very major advantage for me or anyone else who writes tests is that it is far quicker to produce them - no redundancy or fiddly pointers to maintain etc.  They also come out much cleaner and informative in a self-contained way.

Now I need that long weekend of rest.
