Unable to send comments on UAX29

Hello Human3,

The W3C I18n WG wants to send comments on UAX29.  To be honest, we would prefer to send these by email, but I followed the instructions at the top of UAX29 and send using http://www.unicode.org/reporting.html.

I had to go through our auto-generated comment text for each of our 20 or so comments and remove all instances of "http://".  This is a pain.  Can that constraint be removed?
