Urdu IDNs

This is a request for feedback from Sarmad Hussain, at Center for Research
in Urdu Language Processing FAST National University.  He is looking at Urdu
IDNs based on ICANN recommendations.

Greg, Martin, and others, could you please take a look at this and make
comments?  If anyone is unable to view the Excel file, let me know and I'll
try to convert.
