XQuery full text comments (update)

Hi all,

I have rewritten the comments on XQuery full text, see
http://www.w3.org/International/reviews/0706-xquery-fulltext/ . I have
kept the numbering (will change that before sending) and deleted my
private comments.

Note that I merged comment 4 and 5 (5 was about the language option in
static context vs. xml:lang, which is now a sub topic of 4).

I will wait for Addisons addition about matching and send these out on
Friday.
