I did that, see http://www.w3.org/International/core/langtags/ . I added
two more bullet points in sec. 3.1, a note at the end of sec. 3.2, and I
changed the BP statement in sec. 3.2 to
"BEST PRACTICE: If possible, protocols should have the same field for
conveying language and locale information, except in cases where the
notion of locale encompasses extended information (see Section 3.1: What
is a Locale?)."
