Update on LTLI

Hi all,

I did my AI to gather topics for LTLI in the wiki, please have a look at
http://esw.w3.org/topic/i18nLTLI . I also added some placeholders for
potential subsections into the LTLI document, see
http://www.w3.org/International/core/langtags/ . Many of these subsections
could use material which is currently in the introduction , esp. sec. 1.1.
and 1.4 .

Feedback is very welcome.
