Hello Michael,

This was on the agenda of todays i18n core call, but unfortunatley
Francois was ill and couldn't make it, so we postponed it until next week.

We discussed the issue at
Richard: we have enough on the battle of early normalization
Francois: yes
... I sad it was a good idea
... we cannot have early Unicode normalization, so it is better to have this

Personally I think it is very likely that the group will aprove Francois'
proposal, but of course I can't promise.
