	We have not seen the IPA Handbook, so cannot verify, but the
examples in
	the spec use an apostrophe for primary word stressand a colon for
vowel
	lengthening (eg. 5.1 example), whereas there are ipa characters for
	this, K and K.
	
	
	eg. Newton is transcribed 'nju:tIn rather than KnjuKtIn
	
	
	Section 2 does not mention alternate forms. Are the examples
