Review of qt-suite

Dear xquery-wg, xslt-wg, dear i18n-wg-colleagues,

You will find the i18n-related comments to the qt-suite in Bugzilla. 
Make a search on fsasaki as the commenter [1]. The comments mentioned 
under [2] contain still open issues, I would like you to discuss. Due to 
time limitations, the i18n-core wg was not able to reach consensus on 
all of these comments, and not on what comments should be regared as 
"resolved". I created [1] and [2] on a request from the two qt-wg. I 
hope that the list under [2] contains the most important open i18n-issus 
in the qt-specs. I hereby ask the xquery-wg and the xslt-wg to give my 
colleagues from the i18n-wg time until Friday (20 May) to enter new 
comments into bugzilla or to make changes to my comments. I hope that's 
a compromise of timing everybody can deal with.
