Per our most recent teleconference [1], the I18N WG has asked me [2] to
indicate our support for reopening this bug and asks the editor to reconsider

We understand that IE9 and WebKit both support the <rb> tag, that at least some
web sites use it, and that it has some value serving as a basis for styling the
ruby base.

Note to chairs: our WG is okay with this bug being treated as a post-LC item.
