Got another feedback offline that it should be spec'ed.

So, Anne, since you mentioned it should be spec'ed in HTML rendering section,
should this bug passed to HTML WG? I'm not clear how to pass a bug between WGs
in this system. If you know, I appreciate to know, or I can ask Mike or someone
else for how to give this bug to HTML WG.
