Seems like that could be accomplished simply by removing this line: "A br element does not separate paragraphs for the purposes of the Unicode bidirectional algorithm. [BIDI]" That's arguably a separate request from a new mechanism that breaks the line without acting as a paragraph break. For the new mechanism, is 
 a sufficient solution?
