This was marked as at risk, but the [implementation report](https://www.w3.org/wiki/TimedText/TTML2ImplementationReport) seems to show some support for it. Note that `withBase` still doesn't make much sense to me, but at least it's not the default value any more (`centre` is), and that was the crux of this issue. People are now free to use or ignore the withBase value, as they prefer.
