[clreq] Does ruby cover the full text?

murata0204 has just created a new issue for https://github.com/w3c/clreq:

In Japan, we typically use "Para ruby".  Only some of the CJK ideographic characters are accompanied by ruby.

Can I safely assume that Chinese use "General ruby" for educational purposes and do not use "Para ruby"?
