Re: [klreq] Are emphasis marks used for Korean, and if so, which side?

For Korean (hangul), mostly the emphasis marks are positioned over the text. 

But the old hangul also draws marks to the left side of the text and under the text.
Besides, it use other emphasis styles which aren't in [the current spec](https://drafts.csswg.org/css-text-decor-3/#propdef-text-emphasis-style) yet such as: ˄, ˜, ˅

Does CSS Text Decoration regard only the modern character or also consider the old character?
If it's only for the modern character, the preferred position of emphasis marks for Korean would be 'over'.
Or the position of emphasis marks would be 'under over left'.
