r12a has just created a new issue for

== Ruby based on outdated Annotation spec ==
The behaviour of ruby in TTML2 appears to be based on the old Ruby 
Annotation spec. The newer approaches used in HTML5 markup contain 
aspects that constitute a better base model going forward.

The Ruby Annotation spec should not be a normative reference.
