i think it would be ok to add to the glossary, with a class=termref link there from the term 'neutral tone' in useful places in the text, but the glossary is not currently organized that way. I think it would be helpful to add definitions to the glossary (like the jlreq glossary), but that's a fair bit of work. (And we'd need to do it in both english and chinese).
