Quick update on this: I have almost everything set up. There's now a new mailing list at https://lists.w3.org/Archives/Public/public-hydra-logs/ which will get notifications about things happening on GitHub. This enables people that aren't and don't want to be on GitHub to stay in the loop. It also ensures that we archive everything properly. When pull requests are opened, we now also have a check whether all IPR commitments have been made. I'm waiting for the last few things to be set up by the W3C team and then we are all set.
