There's no formal process it mostly depends on the state of the issue. For #3 we miss a decision on whether we introduce something akin to `schema:action` as Hydra currently requires users to define their own properties such as `rsvp`. #118 could either be closed (by you, since you opened it) or left open till it is clarified in the spec itself as it isn't properly documented at the moment. It is not clear to me what #141 is about at this stage.
