FYI,

the Web performance working group published a first draft of Resource
Priorities. It allows the authors to give the user agent hints on the
download priority of a resource.

Since HTML links to resources, the idea is to apply two content
attributes to a few HTML elements:
  http://www.w3.org/TR/2013/WD-resource-priorities-20131029/

The Web Perf group will present this specification to the HTML Working
Group on Friday, November 16, 2014. Feedback is welcome prior top that
of course.
