RE: Week 18 - WHATWG patches cherry-picked to master

Both the W3C bug [1] and cloned WHATWG bug [2] have lengthy and separate discussions, so I just wanted to err on the side of caution and give interested members a chance to review. :-)

Unless I hear any objections in the next few days, I'll go ahead and merge this one into our master branch.
