Cloacking

Hi there I have some questions:

1) Redirecting the homepage of a site according to the User-Agent is not
cloacking at all ?

2) Is it consensus that after Penguim, it's not advisable to write all the
anchors with the exact keyword phrase but only say 50%?

3) Is there a consensus on kw density already ?
