Re: figure element usage clarified

Hi Jon

figcaption maps to IA2 caption role, and figure currently is mapped to
ROLE_SYSTEM_GROUPING as implemented in firefox, there has been some
suggestion of creating ARIA roles to fill gaps in platform APIs but nothing
concrete has yet emerged.
