Re: Bug 12543 and URL parsing in general

https://www.w3.org/Bugs/Public/show_bug.cgi?id=15684 seems to say that
Gecko should change.

I would coordinate with Ian and Anne before doing this. It's possible that
Ian is planning the same change.
