Apology (was RE: [Bug 18744] drop WAI-ARIA scope restriction in the text adopted in ISSUE-204)

It appears that I missed a response from Maciej to an earlier email, and accused him of not responding.

I was wrong, and publicly apologize for that. 

I will respond to the substance of his email elsewhere.
