It is becoming increasingly clear that the existing text in the Decision 
Process regarding Feature additions[1] needs to be revised.

Towards that end, a bug report[2] on the Decision Policy has been 
opened, and I encourage people to participate in that discussion.

While that discussion is ongoing, the chairs are predisposed to 
favorably consider any revert request that introduces a new feature. 
Follow-on messages will cover the application of this to revert request 
for r7023, and the implications on the publishing of the Heartbeat draft.
