CfC: Close ISSUE-183 enhance-time by Amicable Resolution

We now are down to a single active Change Proposal for ISSUE-183:

As the other Change Proposal has been withdrawn in favor of this 
proposal, the chairs are issuing a call for consensus on the remaining 
proposal proposal at this time.  If anybody would like to raise an 
objection during this time, we will require them to accompany their 
objection with a concrete and complete change proposal.  This change 
proposal can be based on the one that was withdrawn.

If no objections are raised to this call by July 27th 2012, we will 
close issue 183 by adopting this proposal, and will only consider 
subsequently reopening this issue based on new information and a 
complete change proposal based on the spec's contents as it exists after 
this change is applied.
