ISSUE-203: media-descriptions - Chairs Solicit Proposals

'All Media Elements should have the ability to have both short and longer textual descriptions associated to the element'

Per the HTML WG Decision Policy, at this time the chairs would like to solicit volunteers to write Change Proposals for ISSUE-203:

If no Change Proposals are written by February 18th, 2012, this issue will be closed without prejudice.
