Change in status on 4 bugs

The following 4 bugs were opened between December of 2010 and July of 
2011, accepted as Last Comment bugs, were note RESOLVED by the December 
31st 2011 deadline[1], and were subsequently marked as TrackerIssue:

Three issues were created as a result:

http://www.w3.org/html/wg/tracker/issues/200
http://www.w3.org/html/wg/tracker/issues/201

This leaves us in an inconsistent state whereby there are issues 
progressing in the working group, and yet the underlying bugs continue 
to be assigned either to the editor or to contributor@whatwg.org.

After a discussion on the matter, the chairs decided to move these four 
bugs to a "RESOLVED LATER" status as the closest match, and to open a 
bug on the Decision Policy to document this.
