Withdrawal of CP for Issue 204

Chairs and colleagues,

Please note that in light of subsequent work within the Accessibility Task
force around Issue 204, I wish to withdraw my previous Change Proposal at
this time.  However, since at least one current Change Proposal makes a
direct reference to my initial CP, I have not fully removed the CP from our
wiki: instead I have reclassified it as a "Note" with a new URL:
http://www.w3.org/html/wg/wiki/Jfoliot/ARIA_Can_Only_Refer_To_Hidden_Content
