This bug was not rejected. Adding allow-popups is still on the list of 
things I intend to address. There's no reason to escalate it.

As the bug specifically indicates, we need more implementation experience 
before we can know if this is a sensible thing to do or not, including, in 
particular, input from Microsoft based on authoring experience with the 
feature as implemented in IE10.
