CP replace hgroup with subline element

Hi all

As a no change CP has been put forward, I am reintroducing the following
proposal http://www.w3.org/html/wg/wiki/ChangeProposals/hgroup

I suggest people read the spec text for the new element I have proposed, to
gain a better understanding of what I am proposing

I will add a rebuttal to the new no change CP over the next few days.
