Revert request for r6040, and moving forward on bug 11557

We have multiple requests to revert this change, and they included 
plausible rationale.  Therefore:

1) We ask for a revert of this change to be completed no later than the 
end of day on the 4th of May.  If this revert is not complete by that 
time, we will instruct W3C staff to make this change.

2) We ask that patches for bug 11557 be posted for discussion prior to 
anything further being committed in response to this bug.  We encourage 
those that wish to participate in this discussion to add themselves to 
the cc list for the following bug:
