SUMMARY

No change.

RATIONALE

There is no use case that requires the changes in scope for this issue. 
Non-CSS UAs, syndication systems, and editors can already draw table 
borders on tables, so adding a presentational attribute for this purpose 
adds nothing for them.

As with past issues of a similar vein, if there are problems with CSS, 
they should be addressed in CSS, not in HTML.
