Subject: ISSUE-166 html-sandboxed: Chairs Solicit Proposals

'text/html-sandboxed does not always fail closed'

Per the decision policy, at this time the chairs would like to solicit
volunteers to write Change Proposals.

If no Change Proposals are written by July 28th, 2011 this issue will be
closed without prejudice.
