add a link to the HTML to platform accessibility API implementaion guide (
http://dev.w3.org/html5/html-api-map/overview.html)

== rationale ==
the HTML5 specification contains little information to guide implementors on
implementing accessibility support for HTML features.
The HTML to platform accessibility API implementaion guide intends to prvide
such information. It is a work in progress a "living document".
It is being developed in collaboration with browser accessibility
implementors.

== details ==
add a link where appropriate in the HTML5 spec to the HTML to platform
accessibility API implementation guide

will provide implementors with the opprotunity to access accessibility
implementation advice.
