CCP for ISSUE-127

SUMMARY

Optimize the spec's editorial stle for legibility.

RATIONALE

The specification needs to give an at-a-glance non-normative description
of the link relationships it defines.

Since link relationsips can be used both on <link> and on <a>/<area>, and
since that is the axis along which the link relationship differ, the most
useful set of columns to provide in the non-normative table is the set
containing one column for <link> and one column for <a>/<area>.

DETAILS

No immediate change; continue to give the editor discretion on such purely
editorial matters.

NORMATIVE IMPACT

None. This is a non-normative table we're talking about. Even if we
removed the table entirely, it would do nothing but reduce the
readability of the spec.
