Fixed. These comments weren't intended to ever go into the post-processed 
copies, either the W3C one or the WHATWG one, they are just notes to 
myself so that I can easily determine why the specs are forked. I've 
adjusted the post-processor I use for the W3C publishing pipeline so that 
it removes these comments altogether.
