The media fragment WG wants to progress support for media fragment URIs in the
@src attributes of media elements (audio, video, img). 

The group is working on making more concrete recommendations on what effect
media fragment URIs should have in the realm of Web browsers and HTML5. It is
envisaged that some spec text proposal will be added to this bug very soon
which may have some proposed text to add to the fragment identifier section at
http://www.whatwg.org/specs/web-apps/current-work/multipage/history.html#scroll-to-fragid
/ http://dev.w3.org/html5/spec/Overview.html#scroll-to-fragid .
