The last Working Draft said:

"Contexts are defined by other specifications, for example the 2D 
Context specification. [2DCONTEXT]"

This apparently has been replaced by a registry in a WhatWG Wiki.

I do not believe this change was discussed over here, so I think either 
the bug should be reopened, or a new one should be raised.
