OK, that's easy.  Registries do what they are instucted to do.  If we think that the procedures for this registry could be improved, clarified, ameliorated, streamlined, or anything else -- we should say so.  They plan to operate the registry that is desired by the community that is behind the spec. that needed the registration, I rather think.
