As I noted in the comment I added to that bug, That link should probably be
changed to point to http://dev.w3.org/cvsweb/html5/spec/Overview.html

The W3C version of the single-page version of the spec is not out of sync
with the upstream source.

The latest SVN change for the source is currently r5675:

The latest CVS change for the Overview.html file is current revision
1.4541, which corresponds to r5675:

  http://dev.w3.org/cvsweb/html5/spec/Overview.html

I did have the automated build of the multi-page version turned off for a
while, but I've turned it back on, so that should now be up to date as well:
