I also note that the CVS change tracking link seems to point to the 
wrong place (see <http://www.w3.org/Bugs/Public/show_bug.cgi?id=11271>), 
and that the document itself seems to be out of sync with the "WHATWG" 
version.

Now the latter is probably a known issue, so it would be great if the 
chairs or the team could briefly explain what's going on.
