The current draft informatively describes a feasible implementation feature, which may become more feasible in the future. There is no harm, as it doesn't suggest that it be taken as an excuse for insufficient a11y. Despite supporting deprecation (to which the Editor apparently prefers referring by "obsolete but conforming") of img, I think this particular fragment should be left as is or amended, not removed.
