In general, HTML5 assumes that problems that could be solved by adding
new CSS features should be solved by adding new CSS features.

A "heading" pseudo-selector has been proposed:

In the interim, authors might use "class" to fill the gap.

That's not to say that the WG wouldn't look favorably on alternative
solutions that solve the problem *and* work with today's selectors.
